A paper released by German and Italian officials challenges rules on bank failure instituted last year, reports Reuters.

Italy has criticized the rules, which aim to protect tax payers from bailing out failed banks. The new paper appears to signal endorsement from Germany of the notion that depositors should not bear the brunt of losses.

The report does not say what offices released the paper, only attributing it to the two countries.
