Shanghai will build up the basic framework for a technology and innovation center by 2020 and establish the core function by 2030, said Ying Yong, the mayor of the city, Yicai.com reported.

The key to the tech and innovation center lays in the construction of the Zhangjiang Comprehensive National Science Center, a 94-square-kilometer district that will endeavor to attract companies and R&D institutions.

Shanghai is eager for burgeoning talent more than ever, said Ying. The city also has released “New Policy 20,” as well as “New Policy 30” to attract talent over the past two years.

“But there is no best personnel policy,” Ying said. “(Nevertheless) Shanghai will continue to put forward new policies to attract talent for the tech and innovation center.”
